In recent developments, the German government is considering several changes to the Citizen's Allowance programme, a social welfare initiative aimed at supporting individuals in need.
Chancellor Friedrich Merz (CDU) has proposed a plan to save around five billion euros from the Citizen's Allowance. The Federal Minister of Labour and Social Affairs, who is responsible for determining the standard level of the federal subsidy (Staatszuschuss), will play a crucial role in implementing these changes.
One of the proposed changes targets those who are capable of working but refuse multiple job offers. If approved, these individuals could potentially have their benefits completely withdrawn.
Another significant change concerns Ukrainians who arrive in Germany after April 2025. Instead of receiving unemployment benefits, they would be paid according to the Asylum Seekers' Benefits Act. While this would reduce unemployment benefit costs, it is expected that costs for benefits under the Asylum Seekers' Benefits Act would increase, resulting in a net change of almost zero.
The calculation of the Citizen's Allowance is based on a simple formula: Need - Income = Citizen's Allowance. Factors such as cash, securities, life insurance, and real estate are considered assets, but there are limits for self-occupied apartments.
In 2024, the federal government spent approximately 47 billion euros on the Citizen's Allowance, which was four billion euros more than the previous year. The standard need for a single adult is 563 euros per month. On average, the Citizen's Allowance was reduced by 62 euros per month for recipients due to rule violations.
Stricter sanctions are also being planned for those who miss appointments at the job center. Instead of a 10% reduction, benefits could be reduced by 30%. The actual extent to which these stricter sanctions will encourage unemployment benefit recipients to look for a job more intensively remains uncertain.
The standard rates in the Citizen's Allowance will not increase in 2026 due to high inflation from 2022 to 2023. Nationwide, around 5.5 million people received the Citizen's Allowance in 2024.
In more than 80% of cases, recipients did not attend an appointment at the job center without a valid reason. The savings allowance for Citizen's Allowance recipients is 40,000 euros in the first year and 15,000 euros thereafter, with an additional 15,000 euros for each further member of the need community.
It is important to note that the amount of the Citizen's Allowance is not a political decision; it is based on statistical data and a mathematical formula. The actual impact of these changes on the overall economy and the individuals affected remains to be seen.
