Una volta entrato in vigore, il bilancio del 2025 sarà valido solo per altri tre mesi, poiché più di due terzi dell'anno saranno già passati. Questa breve durata ha sollevato preoccupazioni tra alcuni politici.

Finance Minister Lars Klingbeil, who is leading the planning for the 2026 budget, plans for higher expenditures, totaling 520.5 billion euros, and higher debt. Over the next four years, one billion euros will flow from the debt-financed special fund for infrastructure.

The negotiation of the 2026 federal budget involves the German Bundesregierung (federal government) and the Bundestag (parliament). The Cabinet has already approved the draft, and parliamentary budget committees are preparing to debate and possibly amend it through several sessions, including a long clearing session in November.

The first debate for the 2026 budget is scheduled for the last week of September. The SPD (Social Democrats), who are leading the planning, are planning higher overall spending for 2026. Parties like AfD propose controversial cuts that conflict with EU regulations and climate agreements.

The opposition has criticized the lack of transparency in the distribution of funds. The meeting of the Budget Committee of the Bundestag, which was the most important for the draft budget 2025, lasted only eleven hours.

Meanwhile, Klingbeil has already started working on the budget for 2027, months earlier than usual. He expects a "joint effort" from each ministry to submit savings proposals for one percent of their budget.

The 2027 budget faces massive financing gaps, with around 34 billion euros missing for 2027 alone. The 2026 budget has already been decided in the cabinet and will be presented to the Bundestag immediately after the vote on the 2025 budget.

As the debate continues, it is clear that the 2025 budget and the upcoming 2026 budget will be subject to intense scrutiny and debate in the Bundestag.
