La Carolina del Sud cerca il successo nelle scommesse sportive per il terzo tentativo
I legislatori della Carolina del Sud sono pronti a riesaminare la possibilità di approvare una legislazione sul gioco d'azzardo sportivo quando l'Assemblea generale si riunirà a gennaio.
Due tentativi precedenti di introdurre il gioco d'azzardo sportivo mobile nello stato sono stati infruttuosi, ma con la Carolina del Nord che ha superato le aspettative, i policy maker della Carolina del Sud potrebbero essere motivati a far avanzare i progetti di legge correlati nel 2023. Nel 2022, la legislazione per legalizzare il gioco d'azzardo sportivo nella Carolina del Sud è riuscita a passare alla Camera, ma è rimasta bloccata al Senato.
Durante l'anno precedente, due progetti di legge sul gioco d'azzardo sportivo, tra cui uno finalizzato a rafforzare l'industria ippica dello stato, sono stati presentati e hanno ottenuto il sostegno della Camera, ma non sono riusciti a raggiungere il piano del Senato per il voto. In quel momento, il rappresentante Chris Murphy (R-Contea di Dorchester) ha espresso preoccupazioni per il fatto che lo stato stesse perdendo ingenti entrate a causa di numerosi residenti che piazzavano scommesse attraverso siti offshore illeciti.

Anche se i legislatori riuscissero a far approvare il gioco d'azzardo sportivo al Senato, le possibilità che diventi legge sono scarse perché il governatore Henry McMaster (R-SC) si oppone all'espansione delle scommesse - qualcosa che è stata una parte chiave della sua piattaforma per le elezioni del 2022.
La Carolina del Sud segue l'esempio della Carolina del Nord
Despite McMaster’s resistance to signing off on sports betting legislation, it appears that South Carolina legislators are perhaps more inclined to try again, taking cues from neighboring North Carolina.
It’s not quite the same comparison as North Carolina is almost twice the size of its southern neighbor, but mobile sports betting has proved beneficial for the Tar Heel State. It was introduced there in March and by the end of July, overall handle exceeded $2.55 billion, translating into around $49 million in new tax revenue for the state.
North Carolina’s impressive early start with mobile sports betting is even more noteworthy considering that the state hasn’t yet celebrated a football season — inherently significant as football is the most regularly wagered sport in the US.
South Carolina is recognized as one of the country's most restrictive gaming states. It’s one of the few states with no land-based commercial or tribal casinos, although it does have a lottery and a small number of pari-mutuel facilities.
South Carolina's Appeal for Sports Betting Firms
Boasting an estimated population of 5.37 million at the end of last year, South Carolina is an appealing sports betting market for gaming companies. Considering population size, the state is larger than several others that offer mobile betting, including Louisiana, Kentucky, Connecticut, Iowa, and Kansas, among others.
Additionally, the state is experiencing rapid growth and many of its new residents hail from regions where sports betting is deeply ingrained at a cultural level, such as the Northeast. In addition, South Carolina is home to devoted fan bases tied to Clemson University and the University of South Carolina. The state also hosts NASCAR and PGA Tour events annually.
In light of North Carolina's success with mobile sports betting, generating over $49 million in new tax revenue within just a few months, South Carolina policy-makers might consider reintroducing related bills in 2023. Despite having a restrictive gaming landscape with no land-based casinos, the state's large population and significant sports fan culture could make it an attractive market for sports betting firms.
