He emphasised the need for greater policy clarity and strengthened support for remanufacturing. Suppliers in the automotive value chain are advancing sustainability and circular economy through innovative remanufacturing and material reuse.

The ELV Regulation should be built on a realistic and innovation-friendly foundation. To achieve this, a review clause should be included to adjust targets based on feedstock availability and technological progress. A comprehensive plastics definition is needed, covering thermosets and elastomers. The recycled plastic content target (Article 6) should include both pre- and post-consumer plastic waste, particularly from automotive production.

Circularity is more than just recycling; it's about keeping products and materials at their highest value for as long as possible. To this end, the ELV Regulation should expand the scope of recycled plastic targets. The definition of remanufacturing should recognise products returned to same-as-new condition with full warranty. Consistent terminology for cores and components should be ensured, aligned with EU type-approval rules.

Technology neutrality should be guaranteed, giving equal weight to chemical and mechanical recycling. Without a consistent regulatory framework, efforts in remanufacturing and circular economy risk being undermined. Realistic targets for recycled content that reflect industry capabilities are requested.

Moreover, the legal distinction between waste and parts for remanufacturing should be clarified, not only for end-of-life vehicles but also for vehicles still in use. Legal clarity on remanufacturing is needed to unlock the full potential of the circular economy.
